TOPEKA -- Establishment of the 1999 late migratory bird hunting seasons will highlight a public meeting and hearing of the Kansas Wildlife and Parks Commission meeting at the Red Coach Inn in El Dorado, Aug. 26. Those actions will be among several considered during a public hearing, which begins at 7 p.m. A variety of other topics will be discussed in the afternoon session, which begins at 1:30 p.m. Both sessions are open to the public.
Other regulations to be considered in the 7 p.m. public hearing include the following:
· addition of tungsten-matrix, tungsten-polymer, and tin as legal nontoxic shot for use in Kansas waterfowl hunting;
· a change in the boundaries of the dark goose Flint Hills Unit and the removal of the carcass tag requirement in the dark goose Marais des Cygnes Valley Unit;
· a provision allowing the use of a valid disability identification card in lieu of a department-issued permit for hunting from a vehicle;
· a provision to allow the use of crossbows to take bullfrogs and nonsport fish; and
· a provision to allow the use of optical scopes, sights, or range-finding devices on crossbows equivalent to those legal for traditional bows; and the establishment of temporary crossbow permits.
The afternoon session, beginning at 1:30 p.m., will include the following discussion topics:
· a summary of 1999-2000 hunting regulation production and distribution methods;
· a report on renovation completed this summer on the department^s Kansas State Fair exhibit;
· a report on the Hunter Recruitment and Retention plan;
· a status report on the federal Conservation and Reinvestment Act;
· Kansas Department of Transportation radio tower placement in the El Dorado area; and
· fishing tournament issues.
In addition, the following topics will be discussed with the potential for future regulatory action:
· restriction of trotlines and setlines on certain department waters and the addition of a designated trout water;
· Secretary^s Orders for length and creel limits on specific bodies of water;
· threatened and endangered species (listing status of bald eagle, Topeka shiner, mucket, sharp hornsnail, and Neosho midget crayfish);
· extension of allotted time period to tag bobcats after the closing of the season; and
· light geese conservation order implementation.
